Examining Forest Resources Governance in Tanzania – The Case of Forests in Pangani District The study investigated the governance of forest resources and its implications for forest management across scales and levels. Participatory approaches were among the approaches to enhancing forest management. The study adopted a mixed qualitative and quantitative methodology within Nunan's (2018) multi-level natural resource governance framework to explore the intricate issues surrounding forest ecosystem management across various scales and levels, with the Pangani district as a focal point. Results show that at the local level, where grassroots institutions execute Participatory Forest Management (PFM), the current state of forest governance fails to achieve a sustainable balance between forest preservation and community welfare. Additionally, the distribution of revenues and benefits lacks the necessary incentives for sustainable resource management and community livelihoods. Addressing these challenges requires a fundamental overhaul of the village forest gazettement and benefit-sharing mechanisms and revenue management to incentivise community involvement in forest resources management alongside government entities at the district and state levels.
